The Canadian Accreditation Council is proud to be
participating in applying the Calgary Homeless Foundation's
(CHF) standards through our
accreditation process. We will be working with CHF during
2011 to help them implement a process to review, monitor and
develop accreditation based on their case management
standards. This will just be the beginning as well - in
upcoming years CHF will continue to develop standards for
all components of the homeless-serving system. For more information about CHF,

CHF intends to implement their standards for the
organizations they deal with in order to promote
excellence in practice. As CHF continues to work
towards its 10 Year Plan, it will continue to work
with the local community in developing a process for
standards to be reviewed and supported, assisting
programs working with the case management model to
implement and consistently demonstrate common
standards. |

CALGARY'S 10 YEAR PLAN TO END HOMELESSNESS
|

The Calgary Homeless Foundation is
leading the implementation of Calgary's 10 Year Plan to End
Homelessness. Issued in January 2008, Calgary's 10 Year Plan
was created by the Calgary Committee to End Homelessness, a
community-based, multi-stakeholder leadership group which
selected CHF to implement the Plan.
Traditionally, people experiencing homelessness were
expected to address the issues that led to their
homelessness, such as mental illness or addictions, before
they were housed. With the 10 Year Plan’s Housing First
model, the priority is to quickly move people experiencing
homelessness into appropriate housing first, and then begin
to work on the issues that contributed to their homelessness
from the stability and safety of a home.
Key to ending homelessness is the triage and re-housing of
the most vulnerable, such as chronic and episodic homeless
individuals, as well as families, youth, Aboriginal Peoples
and women experiencing or at risk of homelessness. In order
to do this, agencies are using a combination of case
management and housing supports, shown to be a successful
approach because it allows individuals and families to find
permanent and affordable housing as well as accesses the
appropriate services and supports needed to remain housed.
CHF engaged in a year long process with the local community,
national and international experts, service consumers, and
conducted a review of relevant literature to determine best
and promising practices in order to draft case management
practice standards. These standards are the first of their
kind in North America and include basic practice standards
(such as access to 24/7 crisis support), cultural competency
of staff and programs, minimum training requirements for
case managers, staff to client ratios, client consent to
services, grievance processes and clients' rights. Many of
the standards reflected in the new manual are found in
current standards for various professional social
services-based programs and disciplines, such as CAC's
Child, Youth and Family-Based Standards and Adult Standards.
